I don't think Cologne is giving in. I think of her as extremely pragmatic.
She is not the kind to pursue a lost cause or tilt at windmills. I think her
judgement is that marrying Shampoo and Ranma *is* a lost cause. She might
try to get Ranko to affiliate with the Amazons in some way. I'll think about
that, too.
The same applies with how Genma was brought back in. I expected a rougher
ride for him when he came back in, and to see the people let him off the
hook so easily just short of shocked me. I can see Ranko letting him go,
but not Ukyou or Shampoo (Especially Ukyou who's through so much because
of Genma...).
He's not off the hook in that respect; they still hate his guts (even more
than before). They just won't kill him if Ranko doesn't want them too. He
certainly doesn't get off the hook with Nodoka: he loses his rights as a
parent. What exactly did you have in mind?
By the way, as far as the pacing, etc., I still believe that the acceptance
by the other characters is about right given their personalities, and given
the strong evidence that Ranma is really a girl. I think Shampoo and Ukyou
might take a little longer to accept it than I've shown, due to their
emotional investment in the male Ranma, so I'm thinking about that.
On the other hand, someone pointed out to me in an e-mail that Ukyou went
from hating Ranma's guts and wanting to kill him to loving him in about 5
minutes...
