Well, Genma did also interfere with the Gate Spell, sending Nodoka
and
*Urd* to who knows where.

I don't see anything OOC for her expressing displeasure based on heresay.
It
would be OOC if she punished Genma based on heresay, but saying that he
"had
to be taken in hand" after hearing it is understandable. As long as she
checks
with Yggdrasyl in order to verify before actually punishing him.
After rereading the section is question, my take is that Belldandy
isn't angry so much as disappointed and is not suggesting punishment
so much as requesting that someone should take him in hand to stop
him from doing any further harm. He is now the father of a neophyte
Goddess.
