According to Inverse.org, probably the best info site on Slayers, the
power of Black magic comes directly from Mazoku. They rely on the Chaos
and destruction of these beings to power these spells. Think back to
when Lina fought the fragment of Ruby Eye Sharbindigo(sp?), she couldn't
use the Dragon Slave against him since it was his power the fueled the
spell (Hence her use of the Giga Slave).
also, if the Mazoku completly dies than the black magic spell that is
powered by his or her power can no longer be used. Hence the spells Gaav
Flare and Ragna Blast can't be used after next given that the Mazoku Gaav
and Phibrizzo are killed off.
2: Don't the Mazoku have a world of their own anyway? Most demons do.

The Mazoku don't have their own world, they exist on the same world with
Humans and the dragons who serve Ceiphied. The world is setup on a pyrmid
scheme, with the Lord of Nightmares on top and the Mazoky and Dragons on
the right and left. In the middle are the humans who can call upon the
power of both.
Mazoku might be able to make pocket dimensions, like Xellos can, but their
world is shared by humans and dragons. Hence why the Mazoku wars happened
(All info gathered from www.inverse.org, with my interpration..Which could
be wrong for all I know...:)
