The exact nature of it is, as far as I know, unknown. Since Mazoku are
unknown in Ranma's world but appear frequently in Slayers, it is not
unreasonable to assume that wherever the Mazoku live has easy access to
Lina's world, but not to Ranma's.
The Mazoku on the Slayers world actually live inside the world itself.
The world, as set up by the Lord of Nightmares (who is on top) consists of
Mazoku, Dragons and Humans. All three interact togther, which probably
lead to destructive conflicts like the Mazoku wars.
Any pocket dimension the Mazoku use then is probably created by them to
hide out or as a base of operations.
It is intresting to note that you can use methods to punch through into
one of the three other worlds the Lord of Nightmares rules over. And it's
also curious to note that the Lost Universe anime series takes place on
one of thse worlds..
