Incharacter for Ranma, but he still doesn't have much of a chance
against Cologne, despite beating Saffron she still runs circles around
him as far as pure skill goes. He'd have to get pretty worked up to do
much and a summer long training trip probably won't be enough. I'd
assume
he knew this as well, he might just be blowing steam now though.
...I think, that after mt.Phoenix it's mostly a matter of luck (and

which one would win. Ranma'd never win Cologne easily, though.
An important point is that Ranma is a young buck while Cologne is very old.
In an all out fight, there's too much risk of injury for Cologne to make it
worth it for her to fight him.
While Ranma would be able to recover from most things fairly easily, any
injury to Cologne would last that much longer.
Let's say they fight, and Cologne wins. However, Ranma managed to get a few
shots in. Ranma is up and around within a week, while Cologne is still
feeling the fight months later. Cologne is small and fragile compared to
Ranma. She's probably avoided osteoperosis, but still...
Cologne has to take the long view. She might win the battle, but there's
too much of a chance of loosing the war, if she gets in a direct battle with
Ranma.
