Maybe. I happen to know it starts next year, and I have an explanation as
to why. So, FYI...
Around the year 500, if I recall correctly, a Roman catholic (the Roman
empire's official
religion by that time was Catholic), high in the church hierarchy I
believe, was given the
task of making a new calendar to replace the old one. So he made one. Which
happened to IGNORE the existence of year 0. So, in reality, we jumped from
1BC to
1AC. Thus the convention of century change in X01. So, if we were to
include the
year 0 in our calendar we would have to subtract 1 year to our current
date. So we
would in fact be in 1999 right now. Have I made myself clear or do I have
to dig up
something from a scientific book or site that explains this?

PS: The commercial companies chose to 'ignore' this due to convenience.
This way
they can 'find out' that the Millenium didn't come yet and celebrate again.
Thus
having another big profit. Especially the Champagne companies...
