it already. Now she just has to fulfill it..
If you want to avoid either Shampoo or Akane dying, you should make her
part of the Joketsuzoku (Female-hero-tribe).
I don't know. Shampoo might be a touch scared. Cologne is going to be
frantic trying to figure that one out.

Maybe Akane leaving earth could be used to nullify this ^^
Still, a stupid law. Trying to fight someone who's already defeated you...
Maybe the purpose was to improve self and then challenge to rematch, but
the law got corrupted with time?
I like the mechanics of magic, btw..
Is Ranma going to find a way to powerup himself? He does have interest
