What is missing from this is a sense of consequences. The Dark Kingdom
has had a more or less free hand for fifteen years. They won, even if
their victory was costly. Surely given all this time they have made
some kind of mark on the world. What you've got here, is a situation
where despite all that time without the Senshi, the bad guys still have
made no observable progress. This tends to put the bad guys into the
"nuisance" category rather than the "menace" category and Usagi's defeat
becomes no big deal, particularly when all the ex-senshi somehow came
back to life for no particularly good reason.
