We know Ukyo's motivation and Gary doesn't share it.
Alternately, it could be situation _similar_ Ukyou's where Ash as a
child misstook Gary as a boy and said something to the effect of "girls
are yucky" not realizing that his friend was, in fact, a girl. Gary
could have then gone home, declared that she was a boy, and enlisted the
aid of Prof. Oak in the subtrifuge. Hence a situation not the same as
Ukyou's but significantly animeish to be plausible--besides with the
number of bishounen males out there, there have to be some that are
women (see Oniisama E or Rose of Versailles if you don't belive me ^_^)
