I'd have to say that it is Nabiki
who maintains all of the investments, property, and other
financial holdings, and that they are being used to pay all
of the bills.

There isn't a single shred of evidence of any kind that Nabiki supports
anyone or anything but herself. The existance of a huge home with no appart
source of income proves nothing but that the home is large.
The answer to the question of How can such a place be supported when the
cast bring in pocket-change at best is that the question isn't important. It
doesn't matter that they can't afford it; Takahashi decided they were going
to live in a traditional anscentral estate and that's that. Finicial
concerns are so outside the attitude and focus of Ranma that you might as
well start talking about world trade agreements and the auto industry.

However, considering that Kasumi, Akane, and Soun own
personal property and that they probably go out and buy
stuff that interests them, they probably get an allowance
from Nabiki. Why is Nabiki chosen to maintain the finances?

Why have you decided that Nabiki maintains anything but a stash of
'borrowed' stuff from Akane? At the most she enjoys a little bit of income
from selling onna-Ranma napkins ($20 to the first person who figures out
what those napkins are for :))
And it has been stated in the manga that Nabiki wants to sell the dojo and
"play for the rest of her life".
