The way I read it, Ranma isn't supposed to control Chaos himslf, but to
contact those who may be capable of doing so. Of course, sending someone with
Ranma's (lack of ) social skills on a delicate diplomatic mission is somewhat
ludicrous. Not to mention having someone with Ranma's ego ask for help in any
sort of battle situation.
The answer's obvious - you don't tell Ranma what he's supposed to
do. The Emperor wants the Eldar to ally with humanity, so he sends Ranma
in. Within a few months, there'll be dozens of Eldar wanting to marry
him/her, and even more wanting to kill him/her, but unwilling to let the
representatives of Chaos get him/her first. The whole species ends up
chasing after Ranma into human-controlled space, and Bob's your uncle.
