I like this matrix idea.  But what about changing it into something like 
this.

Since the hackers can corrupt the reality of the Matrix the AI starts a 
program to create a person who can alter physical reality.  How would they 
alter physical reality?  Maybe the normally dormant parts of the brain are 
activated, resulting in abilities like telekenisis.


This person(s) would be under constant servielence, they would probably 
never be allowed to have a normal life.  This would probably include 
replacing family or other loved ones with AI programs.
