I think what he's asking for is permission from
the authors to publish their stories on his web
site. The only thing I got to say about this is
there are lots of sites that have stories on
them. If you're going to do a web site, try to
have something distinguishing on it like reviews,
or categorize the stories by author/date/series
whatever. If you can find a serious reviewer of
fanfiction, or are one yourself, be prepared to
put a lot of work into the page. Fanfiction is
not for the faint of heart, and reviewing is
sometimes harder. If you don't have something
that no one else has, then there's no point to
having a web page. People will just go to the
raac archive and mirrors.
