Funny, I once saw a story with the basic theme of 'mad spell caster
turns group of people dressed as animals into whatever they are dressed
as' (the spell caster was not Circe).

The author was Ovid. As in the ancient Graeco-Latin writer.

This particular theme is, quite literally, a classic.
