Yes they could, in theory anyway.
Jendra@aol.com, author of the Sailor Moon series Universal, made it possible 
in her series for two people capable of turning into the same scout to do so 
simultaneously by saying the transformation phrase and adding the word 'Duo' 
to the end.

Other series have used this concept, but I first saw it here.
