Maybe he is like a physical adept from the Shadowrun game.  He can do 
magic, but only for enhancing his physical actions.

Prince Phil isn't the only one either. Actually, in one of the early
episodes of the anime, Gourry manifests a sort of "battle aura," when
they're fightying off the shopkeeper with the cursed knife, and if didn't
seem to have anything to do with the sword of light; he also does that
neat walnut-bullet trick against the trolls that Lina cast the
reverse-healing spell on, which certainly seems to be something like the
martial arts used in Ranma 1/2...
