Lastly, Sylia suspending Nene seems totaly out of character. As you did
mention in the story, it sounds totaly hypocritical. I can't really find
Yuri as a threat when she killed him. I believe that she would have
simply chstised Nene, telling her that she expected more from her, and
leaving it at that. Laws to Sylia, IMHO, have always been guidelines, not
absolutes. Yes, Nene killed, and yes, techincally, it was murder.
However, I seriously doubt that Sylia would condemn her for it.
For what it's worth, I _do_ think that Nene should have been suspended,
mainly on a discipline level.
(a) She killed on purpose in her role as a KS, Sylia would want to stomp
on this idea very quickly. The KS must not become a death squad (it
would destroy them, internally and from an PR POV) and
(b) She didn't 'fess up.
I imagine Sylia could either scare the slime-ball out of town via Fargo
and Co. or simply frame him. Heck, as I understand, the main problem
with serial whatevers is getting a lead on them.. Just dropping _strong_
anonymous hints with a little backing evidence to the NPD might be
enough to get him put away.
When Sylia explains this to the other KS, it should make things a little
clearer.
