I wouldn't say so. Either they'd be sued for food poisioning (courtsey of 
Akane), or end up giving out cold pizzas for free (cuz Ryouga can't find his 
way to their customers' homes in 10 minutes. Heck, the pizza'd be cold, and 
he'd have to give it away free due to late delivery.
In another words, Ryouga & Akane's Hot Pizza depot would go bankrupt quickly.
