The Dragu Slave is kind of variable. Usually the blast radius is
city-sized; however, Lina can channel it into a knife strike if she really
tries (she does it fighting Valgaav in Slayers Try, for example) and can
control the blast somewhat. However, more to the point: a lot of Lina's
magics are very, very BAD. She is, after all, a black magician. Her powers
are drawn from dark (if not always evil) sources, and as such are
remarkably effective against those same sources. I can see her doing a
duel like Gandalf did, the Balrog using the flaming whip and Lina
countering with her Laguna Blade spell, which is admittedly stronger than
the Dragu Slave and much more compact, and a "Monster-slayer" to boot.
