THe 'boost' sounds like what the Mobieus Institute added to the Pheonix
subjects. I do not recall Sensei Fujinami being made aware of this project,
and the 'additions' by the Institute.
Unless he's working for the Institute as well...
On another matter, Ranma here cannot allow the Acedemy to figure out what
he's up to. He has to 'do something' about his equipment and notes.
Do enlighten us later on about how Genma convinced Fuyuzuki to terminate
Ranma's experiments. Considering the Empire's motto is 'strong minds in
strong bodies', the Dean shouldn't have bought it that easily.
