Not if you consider the curse to be debilitation.

Ranma's curse was an accident. It wasn't given to him deliberately in
order to force him into marriage, the way the rain curse in this story
was.

What's more, The nannichuan was meant as a gift for after the wedding.  It
wasn't even supposed to be revealed to Ranma until after the event.

Ie Soun never intended it to be used as a bargaining chip to get Ranma to
marry Akane.  In fact, between Ranma and Akane, only Akane knew that it
existed  until after they were already dressed for the wedding (Akane
willingly, Ranma not so willingly since he was knocked out).
