The chance of Sailor Moon believing this is about the same as the chance that
she would start proclaiming "There is no God but Allah and Mohammed is his
prophet".  She comes from a non-Christian society where the concept of a
single all-loving, all-forgiving God is alien except to a small minority that
definitely does not include herself or her family or friends (even Rei is not
a Christian).

Unless of course she happens to be a Buddhist.  Some very common forms of Buddhism
have characterised the big B in similar ways.  

In fact, the closest in the Sailor Moon universe to such a thing is Usagi
herself.  She's all-loving, all-forgiving, and she's the Messiah--and she
doesn't run the afterlife.
