Strict? Not at all.

Shampoo gave the kiss of death to Akane, and never followed through on it.
She also gave the kiss to Hinako in the first Hinako storyline, because
Hinako had beaten her in combat, but never followed through on it.

Amazon Law #1: If an outsider female beats an Amazon in combat, the Amazon
               must give the outsider a kiss of death, and follow her to
               the ends of the earth, or Japan, whichever is closer, and
               kill her, unless the outsider is an important character.
