I don't thinks so.  The big part of the "scam" on Phat boys part was to rig 
the mbetting, and that, plus the flyers posted all over town (after all, 
Ranma saw one over at Fisherman's warf, which is a respectable distance from 
Chinatown) means that they WANTED figters showing up from outside the 
Chineese community.  Their hangers one etc would also be expected to show up, 
and that would make for a larger component of non chineese, and probobly 
bring in more bettors, which also seems to be Phat's intentions.
