No, he can't. This isn't a country, it's a mailing list. This thread is 
off-topic for the FFML and had been banned several weeks ago from the
list. (I might note that it's also mis-tagged, not being C&C on any fic.)
There is no right to free speech on this list, not when the speech isn't
relevant to a posted fic. When we, your humble and dictatorial moderators,
ask that an off-topic thread stop, it stops. Or else.
