There is something else yet to consider, a point that I don't think 
anyone's
raised yet...

  Yes, we love temporal paradoxes.

If Serenity doesn't carry out this purification and exile those who refuse,
there will be no Black Moon invasion, ChibiUsa will likely not get her 
hands
on the Ginzuishou, and there won't be two Ginzuishous to confront Wiseman
when he returns. The two combined were barely able to defeat him... I don't
fancy the chances the Senshi have with only one.

  I need to point out that Wiseman was one of the Black Moon (he was, in 
fact, one of the original exiles; Endymion explicitly mentions exiling him 
to Nemesis IIRC). If Serenity never exiled anyone, then Wiseman wouldn't 
exist, either.
  (And thus, by the law of temporal mechanics and good storytelling, 
somebody WORSE will show up.)
