 I suggest that if you
"tone down" the Ranma cast so they're more vulnerable to bullets,
you should not have them doing too many other superhuman
things in the course of your story (even comic-value stuff, like
punching people into ballistic arcs and such). 

Another possibility is for you to match Ranma's unrealistic martial arts
with unrealistic guns and gunmen.  The ability to draw and fire in the
blink of an eye or make impossibly accurate shots would go a long way
towards evening things up.  Some of those bullets they use in the movies
that make cars blow up when shot would help too.  Don't forget handguns
that carry 87 bullets and AK-47s that hold 12,653.  And if you're
worried about whether bullets might go 'ping' off Ranma, just have the
bad guys switch to Cop Killer[tm] bullets, the type coated with
unobtanium. 

Also, you might want to check up a little on the gun control laws
in Japan.  I'm sure that there are some people on the list who know
more about it than I do, but I'm pretty certain that firearms are very
uncommmon in Japan, even amongst the criminal class.    Not
saying that you'd never see them, but it'll enhance your story if
you get the details right.

The Yakuza do have access to firearms, yes.  Of course, these aren't
ordinary gangsters, these are JOHN WOO gangsters. . . .
