Actually, in at least some instances, that isn't true.
Specifically, I'm talking about Sailor Moon. Naoko 
Takeuchi chose the blood types of her senshi for a 
reason. Like the Astrological signs, some people blieve
that ones blood type lends them toward certain 
personality traits.

And that was what the original question was about.
Some information may be deemed as relavent or important, either to the
creator or the fans, and some are not.
Giving a character a blood type helps give the illusion that the character
is real and thus can be considered as important.
Giving the character unique fingerprints may also help in mking them more
real but that is much too tedious for any one given person and so can be
deemed less important.  Of course, if the creator(s) really want to...
that would be up to them but I would start wondering if he/she/they have
started to lose something upstairs...

Besides, not all that many people now about the Rh factor.  They may see
it in passing but I don't know that many people who know that they are +
or - for their blood type.
