Uh... This looks a lot like another fic that was released last year. It had
Ranma and Ryouga fighting and they crashed in on a yakuza deal. A gun fight
started and the chapter ended with Ryouga getting shot. The fic wasn't
continued as far as I can remember.

Actually, I remember that fanfic. It's called Smoke and Mirrors, bt Mike 
Loader. It's about Kasumi's attempt to save her family's life after a bomb 
blast levelled the Tendo home. Pretty good story, you should read it.
