If you take this any further, how about letting Ukyo back into human form in
rare circumstances.  Ones that disallow her telling anybody about her other
form.  That would make it a little more poignant, because she couldn't just
resign herself to her new form quite so easily.  Perhaps some way she can
reverse the judgement, through some outrageous task or circumstance, that
would show that she has learned better (for both the original fallacy that
got her turned into a dog, and for bothering a god with such a petty
problem).
