While I agree Ukyou is perfectly in character, I don't think what happened
could be called Justice in any meaningful sense of the word.  Being
stripped of one's humanity because someone else broke a promise.  Yes,
Ukyou brought it on herself, but the fact that 'Justice' failed to tell
her the way in which it would be fulfilled was itself unjust.

I'm not sure about that. Ukyo hasn't been all that just to/about Ranma. In
some ways, she's the worst of the fiancees. Yes, Shampoo uses drugs/magic
and outright coercion on Ranma, but all of her attempts are about as subtle
as a punch in the face. She's out to force Ranma to marry her, and she
admits it openly. Ukyo, on the other hand, uses a more subtle brand of
emotional blackmail and manipulation. And, of the two, Ranma is much better
prepared to deal with Shampoo than Ukyo. Ukyo is, so to speak, going for
Ranma's *true* weak spot, his social skills, and targeting his emotional
immaturities.
Now, I'm not saying Ranma is blameless here, but Ukyo is the one that went
seeking Justice. I seem to recall a saying/proverb that went something like
"Seek ye not Justice, lest ye too be judged," and that seems awfully
appropriate here.
