Get real.  Anyone in modern Japan who doesn't know how to use a phonebook
has been living under a rock.  Ranma never shows any bafflement in the
face of modern technology and he HAS lived in an ordinary house before, as
seen in the flashbacks to his early rivalry with Ryouga in the anime and
manga.

Whether or not he could find Nodoka easily is another question, but it
wouldn't be because Ranma doesn't know how phones work.
