Is it allowable to use fantasy races to explore the issue?

How about "Monkey Magic"?  (Monkey King dubbed into English with the
Buddhism lightly filed off.)  The talking monkeys are currently receiving
rather blatant "Jim Crow" treatment. (To the extent of being forced to sit
way in back, next to the garbage dump, at the fancy party.)

Is it OK to show racialy motivated violence against mutants, psychics,
robots, talking lunar cats?  ("Hey you kids, leave that cat alone!"
"But we heard it talk, it's gotta be a pokemon!")
