Tokyo Tower.  It's a copy of the actual Eiffel Tower.

In Ryoga's introduction episode, it shows him wandering
across a vast desert. You know the scene, surely. I seem to
recall jungles and suchlike too, territory that I was
unaware existed in Japan. Perhaps I'm wrong.
