Meeting with Gosunkugi: This is the section I'm having the most problems
with.

I would also like to draw your attention to the section where Nabiki rambles
on about Kasuga and Yhoko. You got distracted, there was no real need to
talk about that. And are you sure letting the existance of Devil Hunters be
public knowledge is a good idea here?

    I liked how in the original that it seemed the Empire was doing its
best to supress evidence of >anything supernatural;

Not suppress but use in secret. Like JuGen corp. If they had telepaths, the
Empire would be training them in secret. They might not even acknowledge
their existance or let anyone outside know of their 'talents'.
My advice, drop the mention of psi. Make Gos more sneakier, leave Nabiki her
questions as to why someone like him would be in Security but drop hints
about how good at stealth is he.

    Did you decide to drop the idea of a "defective" infant Ranma?  Or
were his records (ahem) >doctored?

Do remember to handle this when you finally reveal the truth of the project.
Personally I'm inclined towards the 'doctored' idea. If Ranma had no
problems, his father wouldn't have the connections or the incentive to put
him in the project.

Nabiki finding, using, and figuring out the significance of the Resonator:
A Very Scary Thought, >indeed.

But one question remains, did she have enough information to come to the
conclusion you presented? Ask yourself, given only the information she had,
could you figure out what a Resonator was for?
