Please disregard my former comment due to my finally noticing the 
following line:

"I will report on that sir," Data responded. "I was doing a standard 
run of the new cloak detection equipment and it picked up a ship."

Thus, it *was* new cutting-edge sensor equipment which allowed the 
discovery of the "Heaven's Fire".
