The Mask of Hatred Revealed!

She utterly laothed them- No, not loved! Loathed! Pay
attention! She utterly loathed them all. They came into
her neighborhood and ruined it every five minutes.
They had absolutely no regard for other peoples property
and destroyed everything that came into their paths.
But she had a plan. She had not wanted to use it, but now
she realised that it would become neccessary to take care
of them once and for all.
She grabbed her bucket of water and threw it on herself and
the drastic change that came upon her shocked and horrified
all of the residents of Nerima. Shaking her skaly head she roared a dramatic
battle cry and scanned the city from her
great height in the sky.
She saw them there running through the streets all lined up
like bowling pins. They stopped and the pig tailed boy that they
were chasing shouted,"Oh, no! It is the little old lady who throws the water
coming after us for all of our ireconciliable past deeds!"
But it was too late they were all killed by the little old lady who spat out
a long blue flame ingulfing them all.

Okay, you might be saying 'Hey that couldn't happen!' Well let me ask you
this: Are there any scenes in the manga that say that the little old lady
who threw the water didn't go to Jusenkyo and splashed herself with the
Spring of  Drowned Godzilla and came back and waited to get revenge? I
thought not!
