Actually, thanks to the shift  in Xenaverse continuity from the crossover, *that*
story never happened, and Janice Covington was never even born in this continuity.
In a sense, THIS fic is taking its place.

How does Mamoru have his powers then?  He was, after all, the first to fall
to her.  A thousand years and still no replacements?


Only the OS were affected in this way -- they apparently lost their powers because
their talismans were for the most part damaged and they were tied into Saturn at
the time ...

<ok, actually, a lot of their problem is that Hotaru is subconsciously BLOCKING
them all ... the inverse of her powering up of them at the beginning of stars>

Assuming the OS got taken out isn't unreasonable I suppose to help explain
Earth's initial defeat by the Nemesians.  Still, the powers should be there
ready to be used by someone...  And there will always be Pluto.  Time travel's
funny that way.

See, their powers are actually still tied up. As for Pluto, she's hopping back and
forth across the timeline like a Mexican jumping bean.  Lemme tell you, it gave me
headaches figuring her out because Plutos from 3 distinct points on her subjective
time line are appearing in this fic. Only the oldest one is currently powerless,
and she's in 199X. <head hurts, head hurts...>
