The perfect way to show Mihoshi as an incredibly smart secret agent is to
simply write the story from her point of view.

She'll go on in her air-headed way, while noting things that are extremely
perceptive.

Why is she there?  To keep an eye on the rest of them.

Now, as long as she isn't caught talking to her shoe...

Hmmm....  How about a Tenchi story where NONE of the girls are actually
interested in Tenchi, they're just hanging around to keep an eye on all
the other girls?
