This person "looked *up*" at Ranma's female form, hence must be
shorter than her.
So, thinking of such characters I came up with Cologne, Happosai and
Hinako.

All have big, sparkly eyes, well sometimes anyway.

As for the part which says they treated Ranma well...
Maybe Ranma has different ideas of what treated well is, after having
been raised by his father?  Not to mention that he still seems to like
Akane.  And Cologne goes around teaching him special techniques,
that's definately treating him well... Hinako only drains his ki...
And, um, yeah...Happosai.
