You are confusing Jyusenkyou water with Jyusenkyou itself. The curses
survived being drained of Jyusenkyou water, so Jyusenkyou must also include
the land around the pools (and the poles, ect).

Land doesn't float. Think about it. ;)

Why not just say that all water of the Jusenkyo pools had drained to a single
pool, thus resulting in a mixed cursed pool and get over with it?
