Having seen further volumes of the AmG manga, it's becoming clear that
Skuld is coming of age on earth, maturing at about the normal rate of a
mortal girl her age.

For instance, she's manifested increased growth in magic power, the
unusually early manifestation of her angel, making friends with a boy....
She's growing up.  Besides, given these facts about her maturing, who says
that Keiichi and Belldandy first meet at right about the time that Ranma
first gets to Nerima.  Skuld could have come to live with her big sister
about 5 years ago, making her about 17 physically.
