Huh? I agree that it would count, but that was Ukyo, not Shamps.

I believe he's referring to the Cave of Lost OVA episode, where both 
Ukyou and Shamps plots together to split Ranma and Akane up.  The matter 
seems to have been settled by Mike Loader's original commentary, 
however; Shampoo has used magic or magic-like effects to attempt to 
advance her relationship with Ranma before.

'sides, WUE is entirely manga continuity anyway...
