But seriously Even though its called Comments and Criticism it does
not mean that its a free pass to some of you out there to go ahead and
shoot some one in the back of the head.

Depends on what you mean. I'd agree that personal attacks against the
author should be right out. But I think any sort of response that
targets the fic itself is valid and shouldn't be disallowed. Certainly
if something I wrote made someone react that way, I'd want to hear
about it.

On the other hand C&c sometimes is ineffective since when a fic goes
out in the ffml it already went though a thorough pre-reading by the
authors pre-readers and if i want an idea or if i would like to add
incites for the fic, well its already too late. And authors themselves
ignore the C&C themselves.

Pre-reading doesn't by any means mean that there's no room for
improvement in a fic. And if an author refuses to even consider any
changes that you suggest, well, then you'll know which author not to
C&C next time. :-)
