Rest of cast really has not shown much chi ability.
They can generate a battle aura but can't manifest it into an attack.
I think a distinction needs to be made here.
By 'manifest... into an attack' I assume you mean a direct use of chi
(whirlwinds, big, big bolts that create craters around you, etc.). But,
as with the breaking point technique, the application of chi isn't
readily apparent (all you can see is Ryoga jamming his finger into the
earth, and it explodes; not much in the way of throwing chi) in all
things. However, chi is used to augment the character to perform
wonderous feats-- Ryoga shattering rocks, Kuno smashing trees and walls
(and slicing watermelons!) with a wooden sword, Kodachi throwing
everything under the sun with just her ribbon, Akane sending Kuno into
orbit (he is actually shown to land once or twice... heh), etc.
Conclusion: the others have used chi, but in ways that aren't
immediately apparent (but don't mistake certain interdimensional mallets
as being chi).
BTW, ANYONE can generate a battle aura. It's simply emotion.
