I was wondering if anyone could write a short fic or even possible
hypothesis as to how the Jurai empire, with it's fully functioning
monarchy with manifest powers could exist within the galactically 

advanced

civilization portrayed in the Tenchi Universe - particularly the T.V.
continuity.

equally

advanced in its political management.

The royalty of Jurai are the head of State, but not necessarily the head 
of government; they may be leaders but not legislators. Please keep in 
mind that Japan still retains its monarchy althought the monarch does 
not control the government. I would envision the Jurian political sytem 
to be simolar to the Japanese political system in this sense; it is a 
somewhat limited monarchy with the real power vested in  some sort of 
appointed or elected council of legislators. Don't forget that Tenchi 
Muyou was created in Japan!
