Also remember that When the queens show up they are refferd to as the head
of hte royal bodyguard and hte minister of information. Japan's government
has ministries, the ministers are the heads of differenrt divisions of the
government. If one of the queens (funaho, I think) is a minister than she
has real power in hte government. And, if Jurai is heavily dependant on the
trees, then the royals, who are partnered to the trees, would have REAL
power in the government. Also Juari is a pirate guild nation, all it's
worlds are mostly likely conquered provinces, they might have some
representaion, but the aristocracy has control
