Sailor Pluto stood watch over the timeline. Centuries of standing
guard had
taught her how to suppress emotions. How to make difficult decisions
for
long term gain. Yet now, frustration moved within her. It was one of
the
rare times that the duties she had to preform chaffed. Small Lady
would
understand if she saw, yet Pluto could not show her.
The above sounds like Pluto's picking and choosing the course of
history,
to make things come out the way she wants them to.
And, unfortunately for the author, that's NOT what Pluto is there for.

Pluto's job to make sure the timeline *doesn't* change? That someone
doesn't make one path happen over another that would occur 'naturally'?
Obviously not, since SHE was the one who sent the Small Lady to the
past in the first place; the Black Moon didn't care to go back in time
until Small Lady went. Sure, she might have done it because it already
happened, but Pluto DID do it in the first place, temporal position
notwithstanding.
Didn't Pluto "die" in one manga story when she went and changed the
timeline herself (the penalty to the guardian for changing the timeline
is
death)?
She died because she froze time. That is the death penalty for her;
but the thing is she couldn't stand by and watch everyone die when
Diamond smashed the two silver crystals (the one from her time and the
one from the past) together.
Pluto deserved this fate because she was playing God with the
timeline. Had she not acted, however, the Black Moon's siege of Crystal
Tokyo would have been very successful-- but that still doesn't excuse
her Goddom.
