I'll admit, generally speaking I and Will don't like explaining Pluto's
actions. We like her to remain cold and mysterious. I've seen some great
fiction where her actions are explained, or partilly explained. Ken Wolfe's
"Secrets" and Tim Nolan's "Obligations" and "End of the Beginning" come to
mind. Even "The Importance of Bieng Pluto"  has an interesting take on her
character. I try and picture some one else doing what Pluto does have to do
and can't. Well possibly Saturn. In the case of the story, Pluto wouldn't
explain much to Serenity. I think she would to Small Lady if pressed. We
just didn't want this particular story to grow any more by trying to follow
that route.
