There's a story behind that.  Taking the OVA history, it's set in what,
1995 
if I remember correctly?, around there, that gives us 6 years for stuff to 
happen.  And stuff *did* happen.

Think about it. Your story is set sometime

in early 2010s right? Is it possible for him to be trained to such a level
so quickly? Personally, I'd put him at second class limited.

The Prelude is set in 2001, the rest of the story, unless I say so, will 
be set in 2014.  ^_^  Besides, this is Keiichi.  Does he look like someone 
who would abuse power like that?
